Born in Hartford, Connecticut to Arthur Ellsworth Webster, Jr. and Carrie Mabel Webster.

1978

Graduates summa cum laude from Bradley University, receiving a Bachelor of Arts.

1978

Receives the Order of Lincoln from the State of Illinois and the Nyaradi Memorial Fellowship from the Bradley University Institute of International Studies.

1981

Receives a law fellowship from Georgetown University Law Center.

1982

Receives a Doctor of Jurisprudence from Georgetown University.

1982

Is admitted to practice in the state of Connecticut and becomes an associate at Halloran, Sage, Phelan & Hagarty in Hartford, Connecticut.
