Mr. Bowman is born in Ontario, Oregon to Elmer Eugene and Mabel Nmn Bowman.

1962

Mr. Bowman receives a diploma from Weiser High School.

1966

Mr. Bowman receives a Bachelor of Arts in history and political science from Willamette University in Salem, Oregon.

1968

Mr. Bowman joins the U.S. Navy, rising in the ranks to Captain.

1968

Mr. Bowman receives a Master of Arts in the history of American foreign policy from the University of Wisconsin-Madison.

1972

Mr. Bowman marries Priscilla Anne Spann.

1977

Mr. Bowman graduates cum laude from the University of Idaho College Law with a Doctor of Jurisprudence.

1983

Mr. Bowman receives a Master of Laws in international and comparative laws with highest honors from The George Washington University.

1984

Mr. Bowman receives the Defense Superior Service Medal from the Department of Defense.

1988

Mr. Bowman receives the Meritorious Service Medal from the United States Navy for the third time.

1991

Mr. Bowman becomes a participant, moderator, and lecturer at the George C. Marshall Center in Germany.

1994

Mr. Bowman becomes a deputy assistant judge advocate, General of the Navy, and Chief of Litigation for the Department of the Navy.

1995

Mr. Bowman becomes senior counsel in national security law for the FBI in Washington. D.C.

1997

Mr. Bowman joins the adjunct faculty of The George Washington University Graduate School and becomes a lecturer at the University of Virginia College of Law and the George Mason University College of Law.

2002

Mr. Bowman is named a Meritorious Executive by the Senior Executive Service.

2004

Mr. Bowman is appointed director of the intelligence issues and policy group in the National Security Branch of the FBI.

2006

Mr. Bowman receives the Intelligence Under Law Award from the National Security Agency.

2006

Mr. Bowman becomes a senior research fellow of the Center for Technology and National Security Policy at the National Defense University.

2007

Mr. Bowman becomes a deputy national counterintelligence executive in the Office of the Director of National Intelligence in Crystal City, Virginia.

2009

Mr. Bowman serves as a consultant on national security issues, privacy and information.
