Born in Philadelphia, Pennsylvania to Lon Edward Welch Jr. and Charlotte Amelia Bender.

1966

Receives a Bachelor of Arts in international a­ airs from the George Washington University.

1967

Volunteers with the Peace Corps in Colombia.

1968

Marries Lucia del Carmen Lombana-Cadavid

1969

Serves in the U.S. Army.

1970

Receives several honors from the U.S. Army, including a Decorated Purple Heart, a Commendation Medal for Heroism, an Air Medal, and the Combat Infantryman’s Badge.

1974

Receives a Doctor of Jurisprudence from the George Washington University Law School.

1974

Admitted to practice in the state of Pennsylvania, becomes an associate at Reilly & Fogwell, and an assistant district attorney in Chester County, Pennsylvania.

1976

Becomes a deputy sheri­ in Chester County, Pennsylvania.

1979
