1947

Dr. Kelly is born in Pueblo, Colorado to William Bret and Patricia Ruth Kelly.

1969

Dr. Kelly receives a Bachelor of Arts from Williams College.

1971

Dr. Kelly becomes chief of the Citizen Participation Unit for Region III of the Environmental Protection Agency in Philadelphia, Pennsylvania.

1972

Dr. Kelly becomes a project planner for Beckett New Town in New Jersey.

1973

Dr. Kelly becomes vice president and project manager for Rahenkamp Sachs Wells & Associates, Inc. in Philadelphia, Pennsylvania.

1975

Dr. Kelly receives a Doctor of Jurisprudence and a Master of Arts in city planning from the University of Pennsylvania.

1975

Dr. Kelly is admitted to practice in the state of Colorado.

1976

Dr. Kelly is admitted to practice in the U.S. Tax Court and the U.S. District Court.

1976

Dr. Kelly establishes a sole practice in Pueblo, New Mexico and becomes an adjunct professor at the University of Colorado College of Architecture and Planning.

1983

Dr. Kelly is appointed president of Kelly & Potter, PC in New Mexico.

1986

Dr. Kelly is admitted to practice in the U.S. Court of Appeals for the 10th Circuit.

1986

Dr. Kelly becomes an adjunct assistant professor at the Graduate School of Business of the University of Southern Colorado.

1990

Dr. Kelly becomes chairman and professor in the Department of Community and Regional Planning at Iowa State University.

1991

Dr. Kelly becomes a member of the City Development Board of the State of Iowa.

1992

Dr. Kelly receives a Doctor of Philosophy from the Union Institute.

1995

Dr. Kelly is appointed dean of the College of Architecture and Planning at Ball State University.

1996

Dr. Kelly marries Sandra Walker.

1999

Dr. Kelly becomes a professor of urban planning at the College of Architecture and Planning.

2017

Dr. Kelly retires from his profession.
