Dr. Tarr is born in Johnstown, Pennsylvania to Charles Larned and Mary Katherine Tarr.

Dr. Tarr receives a Bachelor of Science in physics as a Morehead Scholar from the University of North Carolina at Chapel Hill.

Dr. Tarr receives a Doctor of Philosophy from the University of North Carolina at Chapel Hill.
