1923

Dr. Lockhart is born in Louisville, Georgia to Fred Douglas and Minnie Belle Lockhart.

1943

Dr. Lockhart joins the U.S. Army, eventually earning the rank of Master Sergeant.

1949

Dr. Lockhart earns a Bachelor of Science in agricultural education from Tuskegee University and becomes a teacher and a counselor at Jefferson County High School in Louisville, Georgia.

1950

Dr. Lockhart marries Louise Howard.

1957

Dr. Lockhart earns a Master of Arts in administration and supervision from Atlanta University (now Clark Atlanta University) and is named Teacher of the Year by the Georgia Chamber of Commerce.

1960

Dr. Lockhart studies postgraduate courses in guidance and counseling at George Peabody College, an affiliate of Vanderbilt University.

1963

Dr. Lockhart becomes an education consultant for the Georgia Department of Education in Atlanta, Georgia.

1967

Dr. Lockhart receives the Georgia Governor’s Medallion Award from the Executive Branch in the state of Georgia.

1970

Dr. Lockhart becomes a treasurer on the board of directors of the Atlanta branch of the NAACP.

1970

Dr. Lockhart receives the Silver Beaver Award from the Boy Scouts of America.

1972

Dr. Lockhart becomes the assistant commissioner of the Atlanta Area Council of the Boy Scouts of America.

1972

Dr. Lockhart becomes a member of the Forest Resource Council at Tuskegee University.

1975

Dr. Lockhart receives a Doctor of Philosophy in guidance and counseling from Atlanta University.

1975

Dr. Lockhart becomes a trustee at Atlanta University.

1981

Dr. Lockhart is appointed vice president of Atlanta University.

1984

Dr. Lockhart is appointed Dean of Education at Phillips College in Atlanta, Georgia.

1985

Dr. Lockhart becomes a regional inspector for the United States Environmental Protection Agency.

1985

Dr. Lockhart joins the board of directors of Economic Opportunity Atlanta.

1986

Dr. Lockhart becomes a professional counselor in Atlanta Public Schools.

1988

Dr. Lockhart becomes a member of the Mayor’s Task Force on Public Education in Atlanta and is elected president of the Atlanta University Consortium Chapter of Phi Delta Kappa International.
