Mr. Bliss is born in Norwalk, Connecticut to Donald Tiffany and Marina Bliss.
1963
Mr. Bliss receives a Bachelor of Arts with the highest honors from Principia College.
1966
Mr. Bliss graduates cum laude from Harvard University with a Doctor of Jurisprudence.
1966
Mr. Bliss becomes a Peace Corps volunteer lawyer in Micronesia.
1969
Mr. Bliss is admitted to practice in the state of New York and becomes an associate at LeBoeuf, Lamb, Leiby & McCrae.
1969
Mr. Bliss is appointed assistant to the secretary and executive secretary to the U.S. Department of Health, Education & Welfare.
1972
Mr. Bliss receives the first of several Federal Superior Service awards.
1973
Mr. Bliss resigns from the Department of Justice in “Saturday Night Massacre” and is appointed special assistant to the administrator of the Environmental Protection Agency.
1974
Mr. Bliss becomes executive secretary of the U.S. Agency for International Development.

Mr. Bliss marries Nancy Arnold.
1975
Mr. Bliss is appointed deputy general counsel and acting general counsel of the U.S. Department of Transportation.
1979
Mr. Bliss joins the law firm OMelveny & Myers LLP in Washington, D.C., where he chairs the transportation practice.
1996
Mr. Bliss serves as a Special Master of the U.S. District Court of Los Angeles, where he was able to transform the Los Angeles Bus System.
2002
Mr. Bliss authors “The Law of Airline Customer Service.”
2006
Mr. Bliss is unanimously confirmed by the U.S. Senate as U.S. Ambassador to the International Civil Aviation Organization (ICAO) in Montreal, Canada.
