Dr. Hughes is born in Portland, Oregon to John Kenneth Hughes and Gwladys Hughes.

1962

Dr. Hughes receives a Bachelor of Arts from Yale University.

1965

Dr. Hughes receives a Bachelor of Laws from Harvard University.

1967

Dr. Hughes becomes a Latin American teaching fellow of the International Legal Center in Sao Paulo, Brazil.

1970

Dr. Hughes becomes an attorney for the Urban Law Institute in Washington, D.C.

1971

Dr. Hughes is admitted to practice in the District of Columbia and becomes legislative counsel for the Office of Senator Vance Hartke in Washington, D.C.

1973

Dr. Hughes becomes an analyst for the Congressional Research Service of the Library of Congress.

1976

Dr. Hughes receives a Doctor of Philosophy from Washington University.

Dr. Hughes becomes a senior economist for the Joint Economic Committee of the U.S. Congress.
