Mr. Harkins graduates cum laude from the University of Pennsylvania, receiving a Bachelor of Arts.

Mr. Harkins serves in the U.S. Army for two years with the 101st Division.

1957

Mr. Harkins serves as editor-in-chief of the University of Pennsylvania Law Review.

1958

Mr. Harkins graduates summa cum laude from the University of Pennsylvania, receiving a Bachelor of Laws.

Mr. Harkins becomes an associate at Pepper, Hamilton & Scheetz in Philadelphia, Pennsylvania.

Mr. Harkins is admitted to practice law in the state of Pennsylvania.
